The default layout defines which fields, and in what order, are displayed on the Issue List to users that have not customized their own view of the issue list by using the Issue List Column Chooser and saving those changes with their filters.
To add fields to the layout, move them from the Available Fields section to the Displayed section, to remove them from the layout move them back.
Fields can be moved by selecting one or more fields and using the arrows or click on the handle and drag and drop.
Move fields up or down in the display column to change the order of display.
Move fields to the "Display on Extra Row" section to create multiple rows of display in the layout.
