The Issue Creation Properties dialogue controls which groups are allowed to create issues in the projects using this workflow. For example, in the issue create properties shown above, anyone in the Client or Support Desk groups can create issues, but only the group leads of Development, Project Management and Quality Assurance can create issues.
There can be more than one issue creation box in a workflow. For example, you may have one main entry point where all users can create an issue but you may want a second entry point, further on in the process, where only managers can create the issue.
